for example, 8000-9000 GT are good, 300-600 GTX are even better etc, because with all the numbers I can't work out whats better. A low end new card beats that thing uses less power and has more features...simply not worth bothering with. you said your PSU is around 300w. I would stop using it, and get a new fan as soon as possible personally. General use - internet, photo-processing, some web games, etc.
I don't think you can. I can get by when it comes to spec and components but I don't have much to do with physical assembly of the hardware so I'd be learning on the job. i try to run 2 instance of my game at the same time and it will not do it well: (Vista,Core 2 Duo 1.5ghz, 2GB ram, 256mb on card).
