PLEASE do you have any suggestions???? You ciould try to put in your Windows disk and do a repair instead of a reinstall and that way it leaves your files alone and just fixes the Windows files. You could, as a test, make another admin account on that install and see if the setting appears for that one, then ascertain if on or off by default for it I powered it down an restarted it and it gave me the two options to fix or start normally. If you can log into another account you will be able to access the corrupted user account through the main hard drive which is usually called C: drive.
